The Holy Spirit falls on the hearers; the Jewish believers recognize that the gift of the Holy Spirit has been poured out on Gentiles because they hear them speak in languages and magnify God. Peter describes the same people as having received the Holy Spirit. The paired expressions concern the shared gift and its manifested effects, not a classification of the Spirit’s nature.
