God calls Moses by name, identifies himself as the God of his fathers, says he knows Israel’s suffering, purposes to deliver them, sends Moses, and promises his presence. Moses questions him and receives answers. The narrated encounter presents God as the source of the commission; the bush and the angel’s appearance in verse 2 do not identify God’s nature as a human body.
