The former priestly commandment is annulled as weak and useless for perfection, and Jesus guarantees a better covenant. The earthly priests serve a divinely specified copy and shadow. The first covenant is explicitly not faultless; the ensuing promise names the people’s breach and promises inward law and sins remembered no more. The covenant’s inability to bring the promised completion is real; finding fault with the people does not erase the limitation in 8:7.
